Tedemeyer's attitude was reasonable throughout though he did comment adversely on our alleged original intention to act unilaterally "thereby setting a bad example to the Russians" and I feel that it is essential that we should disclose our full plans beforehand and in sufficient time to enable me to clear up queries and doubtful points. [Ends].
